To install the Deblock Plug-In:

• Double click on the Deblock archive.
• Copy the "Deblock.8bf" file into the "Filters" folder which is inside your Adobe Photoshop "Plug-Ins" folder. This folder is usually located inside the Adobe Photoshop main folder. For example:
  
  C:\Program Files\Adobe\Photoshop 7.0\Plug-Ins\Filters (on Windows)
  /Applications/Adobe Photoshop/Plug-Ins/Filters (on Mac OS)
  
  
  or
  
  Copy the "Deblock.8bf" file into the folder of your choice. In Adobe Photoshop configure the "Additional Plug-Ins Directory" under:
  
  Edit -> Preferences -> Plug-Ins & Scratch Disks
  
  Make it point to the directory where you copied "Deblock.8bf".
• Quit and relaunch Adobe Photoshop, if it is already running.
• Deblock should now appear under:
  
  Filter -> Metakine -> Deblock
